Sefa starts meetings on the municipalities' share for 2026
The municipalities' participation index is calculated by the State Department of Finance and used for the distribution of 25% of the ICMS revenue.
This Friday, June 6th, the first meeting of this year of the ICMS share group was held, bringing together representatives from the State Government and representatives from the associations of municipalities in Pará. The municipalities' participation index is calculated by the State Department of Finance (Sefa) and used for the distribution of 25% of the ICMS revenue, which is passed on to the 144 municipalities in Pará, according to criteria defined in the Federal Constitution and state law.
The meeting was opened by the Secretary of State for Finance of Pará, René Sousa Júnior, and included the participation of representatives from the municipalities and staff from the Secretary of Environment and Sustainability (Semas), who presented on the calculation of the ecological index, and from the State Department of Education (Seduc), who presented the calculated index of the educational criterion. Both were published in ordinances.
The head of Sefa reminded those present that, with the reform of consumption taxes, the rules for the distribution of the municipalities' share will be changed. Starting in 2032, the distribution of the Goods and Services Tax (IBS) share to municipalities will be based on the following criteria: 80% population; 10% educational criterion; 5% environmental preservation; and 5% equal distribution.
In 2026, the Municipal Participation Index will have the following criteria: Value Added (VA) 65%; 10% educational criterion; 10% population; 4% equal parts; 3% territorial area; and 8% ecological criterion.
State revenue auditor Bernardo Mattos, from the Collection and Tax Information Directorate, presented the service that provides municipalities and Municipal Associations access to the information used in the calculation of the added value via the Service Portal, through login via e-CNPJ (digital certificate), which is available on the Sefa website.
Representatives from the Municipal Finance Secretary of Belém (Sefin); Association of Municipalities of the Transamazon Highway Santarém/Cuiabá, and Western Pará Region (Amut); Belo Monte Consortium Association (ACBM); Federation of Municipal Associations of the State of Pará (Famep); Association of Municipalities of Araguaia Tocantins (Amat); and Association of Municipalities of Northeast Pará (Amunep) participated in the meeting.
