ConCidades participates in the complementary plenary of the 7th Municipal Cities Conference in Belém
With the support of the State Council of Cities, the plenary updates development proposals for the capital of Pará

The State Council of Cities (ConCidades) participated, this Monday (30), in the Complementary Plenary of the 7th Municipal Conference of Belém. The event, promoted by the Municipal Urban Development Council (CDU), aimed to discuss and update the urban development proposal booklet for the capital of Pará, prepared during the last municipal conference held in 2023. This initiative is part of the preparation for the 7th State Cities Conference, which will take place in August in Belém.
The final document of the plenary will be incorporated into the discussions of the National Urban Development Policy (PNDU), ensuring that the country's public policies consider the specificities of each state and municipality. Prosecutor Ana Carolina Gluck Paul, representative of the Belém City Hall at the plenary, emphasized: “This plenary will not create new proposals, but will update what is necessary for Belém to be prepared to contribute to the State Conference,” she stated.
The president of ConCidades and head of the State Secretariat of Cities and Regional Integration (Secir), Fernanda Paes, highlighted the relevance of popular participation in the process:
“It is a joy to be here, at the complement of the 7th Municipal Conference, representing the State. This is a fundamental space to collectively build discussions about the city of Belém. These are public policies that need the voice of the population, so that they meet their aspirations and contribute to a fairer and more sustainable city,” she affirmed.

During the event, representatives from organizations and social movements — such as the National Movement for Housing Struggle (MNLM) and the National Confederation of Residents' Associations (Conam) — were able to evaluate and propose updates to the urban development guidelines, focusing on themes such as urban mobility, sanitation, and housing, according to local realities.
Alexandre Veloso, from the National Union for Popular Housing, emphasized the importance of the moment. “As the State Secretariat of Cities rightly said, it is not possible to discuss urban development without the participation of civil society. We are here to reaffirm our proposals and update them. With Belém hosting a global event on climate change, we need to present concrete proposals, discuss the impacts of climate on our city, and bring our Amazonian vision to the conference deliberations,” he highlighted.
More than 80% of the cities in Pará have already held their municipal conferences. This Monday, in addition to Belém, other Pará municipalities gathered to align their urban development proposals for the 7th State Cities Conference: Marituba (Metropolitan Region), Anapu and Paragominas (southwest), São Geraldo do Araguaia (southeast), Mojuí dos Campos (west), Ipixuna do Pará and São Domingos do Capim (northeast).
