State advances in the implementation of the Industrial District of Santarém in western Pará

The project has strong support from companies, and a technical survey based on the Interest Form confirms a diverse business demand

With a strategic location between the Amazon and Tapajós rivers, Santarém is preparing for a new cycle of economic development with the implementation of its first Industrial District. The project is led by the Government of Pará, through the Pará Economic Development Company (Codec), and already has state funding secured for the compensation of the areas, totaling about 200 hectares designated for the installation of companies and industrial infrastructure.

Codec was in Santarém for a technical agenda held at the headquarters of the Santarém Commercial and Business Association (ACES) on June 9, with the participation of the State Government, municipal government, state parliamentarians from the federal bench, and various leaders from the local productive sector. The meeting aimed to align strategies for the implementation of the Industrial District and presented the project's progress in dialogue with regional stakeholders.

According to Codec, from this agenda, it was possible to deepen the analysis of the information received through the Interest Form and consolidate the data that underpins the next stages of the project. The visit also included a technical assessment of the area designated for the hub, reaffirming the commitment of the Government of Pará to the development of western Pará.

The advancement of the Santarém Industrial District project is supported by a technical survey conducted based on the information filled out in the Area Acquisition Interest Form, available on the Codec website. So far, 104 companies have expressed interest in joining the future industrial hub. The data was analyzed and cross-referenced with the conceptual project of the district and with internal technical information from the Company.

The study revealed a highly diversified business demand, highlighting the following sectors:
 • Commerce and Services – 23%
 • Non-Metallic Products – 12%
 • Logistics – 9%
 • Renewable Energy – 9%
 • Diverse Industries – 9%
 • Bioproducts (Bioeconomy) – 7%
 • Medical Inputs, Food, and other segments

The Development Company will use this information to guide the next stages of structuring the ID, which includes business prospecting, coordination with local government, defining strategic infrastructure, and the terms of reference for hiring a company to develop the executive project and the environmental licensing of the enterprise.

The advancement of the project also demonstrates Codec's technical capacity to align territorial planning, regional vocation, and investment prospecting. The Company acts as a link between the productive sector and the public power, organizing business demand and enabling the implementation of industrial infrastructure in a planned, efficient, and sustainable manner.

“This survey shows that the Industrial District of Santarém is a concrete response to the demand from the productive sector. With secured funding, updated data, and ongoing institutional dialogue, we are advancing with security and planning to transform the district into a landmark of development in western Pará,” said Pádua Rodrigues, Director of Strategy and Institutional Relations at Codec.

The President of the Company, Lutfala Bitar, also highlighted the strategic potential of the initiative. “The implementation of the district in Santarém integrates our policy of regional strengthening and the internalization of opportunities. It is a structuring delivery that will benefit not only the municipality but the entire surrounding area, generating jobs, attracting companies, and enhancing the local productive base. Codec works to ensure that this project advances responsibly, transparently, and with a positive impact on the population,” said the president.

Opportunity for the entire region
In addition to strengthening the economy of Santarém, the Industrial District has the potential to directly benefit neighboring municipalities such as Belterra, Mojuí dos Campos, Rurópolis, and Monte Alegre, expanding the regional impact of the development policy promoted by the State. The expectation is that the enterprise will generate hundreds of direct and indirect jobs, boost family income, and enhance strategic productive chains such as logistics, energy, food, and biotechnology.

The creation of a structured industrial environment should also attract suppliers, service providers, and local small businesses, strengthening the business ecosystem and contributing to the economic dynamism of the region.

Strategic location
Santarém is one of the most strategic cities in Pará, with infrastructure that includes a port, an international airport, and access to BRs 163 and 230, facilitating the flow of production and connection with regional and national markets. The privileged geographical position between the Amazon and Tapajós rivers, combined with multimodal integration and a consolidated urban profile, enhances the municipality's potential to establish itself as a logistics and industrial platform for western Pará.

“We are working based on technical expertise, institutional commitment, and a vision for the future. The Industrial District of Santarém is more than a government project — it is a vector for economic and social transformation for the entire Lower Amazon region,” concluded Pádua Rodrigues.

The implementation of the Industrial District of Santarém integrates the policy of internalizing development promoted by the Government of Pará, focusing on decentralizing economic opportunities, enhancing regional vocations, and stimulating sustainable industrialization in all state regions.
