Partnership between Semas and Ideflor-Bio strengthens the recovery of degraded areas in Pará
The agreement establishes guidelines for the structuring of concession processes for degraded public domain areas, which will be aimed at forest recovery

The State Secretariat for the Environment, Climate and Sustainability (Semas) and the Institute for Forest Development and Biodiversity of Pará (Ideflor-Bio) signed, this Thursday (4), in Belém, a Technical Cooperation Agreement that marks a significant advance in public policies for environmental restoration. The document was signed by the head of Semas, Raul Protázio Romão, and the president of Ideflor-Bio, Nilson Pinto.
The agreement establishes guidelines for the structuring of concession processes for degraded public domain areas, which will be aimed at forest recovery. The initiative also provides for the possibility of commercialization of the generated carbon credits, aligning Pará with a strategic agenda that unites environmental conservation and sustainable economic development.
According to the Technical Cooperation Agreement, the two institutions must jointly promote the planning, execution, monitoring, and evaluation of actions aimed at the creation and concession of the so-called Native Vegetation Recovery Units (URs). In addition, the commitment includes the production of concession notices, the preparation of regulatory instruments, and the sharing of technical, legal, and administrative information necessary to ensure the effectiveness of the measures.

Integration - “This partnership with Ideflor-Bio is essential for us to advance in the implementation of the Native Vegetation Recovery Units of the State, a commitment we made in a State Restoration Plan, through which we will, in parallel to actions to combat deforestation, recover degraded areas, transforming territories that have suffered degradation into development hubs through environmental services. It is good for the territories, and it is good for the people who live in them,” highlighted Secretary Raul Protázio Romão.
Under the agreement, Semas will be responsible for creating the URs, with technical support from Ideflor-Bio, in addition to providing specialists in forestry engineering and production to work with the Institute. The Secretariat is also responsible for implementing the Amazon Now Program (PAE) in the recovery areas, as well as conducting public consultations and issuing technical opinions.
Ideflor-Bio will have the role of technically supporting Semas, preparing and analyzing studies to subsidize the concession notices, conducting public hearings, and monitoring the execution of contracts. The institution will be responsible for analyzing the management plans of the granted areas and issuing periodic reports, ensuring the effectiveness of recovery actions and the transparency of the process.

Examples of recovery - Nilson Pinto emphasized the innovative nature of the cooperation. “We are consolidating an environmental recovery policy that transforms liabilities into opportunities. The joint work with Semas will allow us to structure clear and efficient processes so that degraded areas become examples of ecological restoration and the generation of economic and social benefits for local communities,” emphasized the president of Ideflor-Bio.
The Technical Cooperation Agreement will have an initial validity of 60 months, with the possibility of extension through an addendum. To monitor the execution of actions, each institution will appoint a primary and a secondary representative, who will work together in defining strategies. The initiative represents another step by the Government of Pará in strengthening environmental policies that reconcile forest preservation and sustainable development.
