COP30: Belém becomes the world capital of climate and hosts the official UN program in November

The capital of Pará will host pre-sessions, the Leaders' Summit, formal meetings, and subsidiary bodies of the conference. Works by the Government of Pará prepare the city to host events and leave a legacy for the population.

Pará is preparing for a November of intense diplomatic and environmental activity. Throughout the month, the capital, Belém, will be the center of global climate negotiations, hosting the 30th United Nations Conference on Climate Change (COP30) and all official programming related to the conference, including pre-sessions, the Leaders' Summit, the 20th meeting of the Parties to the Kyoto Protocol (CMP 20), and the 7th meeting of the Parties to the Paris Agreement (CMA 7).

Between November 4 and 5, the city will host the pre-sessions of the Least Developed Countries (LDCs). On the 6th and 7th, it will be the turn of the Small Island Developing States (SIDS). On the 8th and 9th, discussions will bring together the Group of 77 and China (G77 and China) and the Clean Development Mechanism (CDM).

The Leaders' Summit will take place on November 6 and 7, providing a platform for heads of state and government to reinforce commitments and steer discussions towards ambitious outcomes. These meetings allow delegations to align positions, build consensus, and prepare the ground for the formal sessions of COP30.

Also part of the official conference program, which will take place from November 10 to 21, Belém will host the 63rd session of the Subsidiary Body for Scientific and Technological Advice (SBSTA 63) and the 63rd session of the Subsidiary Body for Implementation (SBI 63), bodies of the United Nations Framework Convention on Climate Change (UNFCCC) that provide technical and operational support to the conference decisions, deepening analyses and guiding the implementation of the Convention, the Kyoto Protocol, and the Paris Agreement.

Investments – To host the entire UN program under COP30 with adequate infrastructure, the Government of Pará is executing more than 30 projects in the areas of tourism, urban development, mobility, and macro-drainage with sanitation, all on schedule, which have already generated more than five thousand direct and indirect jobs. The city will have new roads and fleet renewal with modern buses; an expanded accommodation network, schools renovated to operate as hostels, cruise ships docked, and the COP30 Village, a multifunctional space that, after the event, will transform into an administrative center. The state has also invested in workforce qualification in areas such as tourism and services, with 25,000 certificates issued in the Capacita COP30 program.
Lasting benefits for residents.

According to Vice Governor Hana Ghassan, the State Government's investment plan goes beyond meeting the conference's demands, leaving a permanent legacy. “Hosting COP30 places Pará at the center of global climate decisions and demonstrates the state's capacity to be a protagonist in the debate about the future of the planet on the international stage. But our commitment goes far beyond the event: every project and every action we take strengthens the city, creates opportunities, and ensures that the benefits of the conference are felt by the entire population.”
