Meeting strengthens partnership between the Government of Pará and municipalities to expand decentralized environmental management

Event in Belém promoted alignment with municipal secretariats and delivery of equipment to 14 municipalities and Emater-PA

The State Secretariat for the Environment, Climate and Sustainability (Semas) held, this Thursday (23), the Meeting of Environmental Managers of Pará, bringing together representatives from dozens of municipalities at the Environmental Training and Formation Center of Semas, in Belém. The initiative reinforces the State Government's commitment to strengthening decentralized environmental governance and providing technical support to the municipalities of Pará.

During the event, municipal managers participated in a program focused on information exchange and alignment of public policies, addressing topics such as environmental licensing, inspection, Rural Environmental Registry (CAR), Green ICMS, sustainable livestock, payment for environmental services, prevention of wildfires and forest fires, and mitigation of climate change.

Technical support and delivery of equipment

One of the highlights of the meeting was the delivery of computer equipment and technical support to 14 municipalities and the State Technical Assistance and Rural Extension Company of Pará (Emater-PA). The action aims to enhance the operational capacity of municipal environmental secretariats.

The equipment was acquired through two projects executed by Semas, via the Undersecretariat for Administrative Management and Technologies (Sagat): the Project for the Expansion of the Policy for Action in Sustainable Territories in Southern and Southeastern Pará, financed with resources from environmental fines, and the Project for Environmental Regularization of Rural Properties in the Amazon and in Transition Areas to the Cerrado (CAR/KfW), carried out in partnership with the Brazilian Forest Service and the German Development Bank (KfW).

Articulation between State and municipalities

At the opening of the meeting, the Secretary of the Environment, Climate and Sustainability, Raul Protázio Romão, highlighted the importance of integration between the State and municipal administrations.

“This moment is for us to have closer contact with the managers, clarify strategic doubts, and present everything the State has available for the municipalities. Environmental management is our daily life, and the work of municipal managers is essential to ensure that policies reach all of Pará's territory,” he stated.

Alongside the Deputy Secretary for Environmental Management and Regularity of Semas, Rodolpho Zahluth Bastos, Romão also emphasized that the meeting marks the beginning of a new cycle of dialogue with the municipalities.

“We want to be increasingly present, strengthening the role of municipalities as protagonists of environmental policy,” he added.

Municipal management recognizes the importance of the initiative

The closing of the event featured the participation of the municipal secretary of the Environment of Belém, Juliana Nobre, who reinforced the importance of the action for strengthening environmental governance in the municipality and throughout the State.

“The information was very enriching and a fundamental dialogue to strengthen municipal environmental management. Moments like this need to be repeated frequently, because it is from this proximity that solutions to local challenges arise,” she highlighted.
